Athenians gathered in the Assembly to vote on political and military decisions
Athens valued democracy, public debate, cultural achievement, and naval power. Citizens participated in the assembly and believed their model represented freedom.

Sparta was shaped around military discipline. Male citizens trained from youth, and the government maintained control over helots. Spartans believed strict order was necessary for survival.

These opposing visions fueled the conflict and made the war longer and more destructive.
